Dr Carson Beckett wears a Scottish flag patch on his sleeve. Scotland is one of the four Home Nations of the UK, with its own semi-autonomous parliament, but is not an independent country. A UK citizen would therefore normally be expected to have a Union Flag (a.k.a., 'Union Jack') patch. However, there are also some English members of the expedition/team and they wear English flags.
Elizabeth Weir is supposed to be an American, yet pronounces everything the way that a Canadian would.
This is most noticeable with the word "been" which she overemphasizes in a manner that an American English speaker would not.

Paul McGillion is (strictly speaking) Scottish. He was born there but grew up in Canada, apart from a few years in his teens. However, as Carson Becket, his Scottish accent and pronunciation are a bit patchy. In particular, he repeatedly pronounces 'experiment' as 'expeeriment', not something you would hear in Scotland.
